INES publishes a position paper to the Federal Ministry for Economic Affairs and Energy

In a position paper submitted to the Federal Ministry for Economic Affairs and Energy, Initiative Erdgasspeicher e.V. (INES - the association of German natural gas storage facility operators) has warned against inadequate measures to ensure the storage of natural gas in Germany. INES criticises the results of a storage study commissioned by the Ministry in response to an initiative adopted by the state of Bavaria in the Bundesrat. INES shares the opinion stated by the authors of the study that the high level of security of supplies in Germany is crucially dependent on adequately filled natural gas storage facilities. However, INES finds it difficult to understand the opinion, also expressed in the report, that adequate storage volumes can be ensured by economic incentives alone with some purely supporting measures.

INES takes part in consultation on NDP Gas 2015

The draft Network Development Plan Gas (NDP Gas) 2015 developed jointly by the transmission system operators was released by the Federal Network Agency (BNetzA) for consultation until the beginning of June. The draft NDP Gas 2015 includes more than 70 measures for the expansion of national gas infrastructure over the next 10 years.

Initiative Erdgasspeicher e.V. (INES), the association of natural gas storage operators in Germany, participated in the consultation and underlined the key role of natural gas storage facilities in a position paper. From the point of view of storage facility operators, it would be economically far more efficient, before expanding the network, to review the use of appropriate market-based tools which will allow the transmission system operators to meet the performance requirements stated in the NDP Gas with reduced and optimized expansion of the network.

Natural gas storage facilities are a key element in this context. As they are normally located near sales markets, they are outstandingly well-suited for relieving the burden on the upstream pipeline system under extreme conditions and supporting efficient network expansion. However, this will only be possible if a market environment is established that provides adequate rewards for the provision of natural gas volumes in storage facilities for use in maintaining system stability and security of supplies.

Following the evaluation of the position papers received and a review of the consultation results, the Federal Network Agency may request the transmission system operators to revise their draft.

INES publishes a position paper on BEATE draft

Initiative Erdgasspeicher e.V. (INES), the association of natural gas storage operators in Germany, has published a position paper on the draft decisions concerning the pricing of natural gas storage facility injection and withdrawal capacities (BEATE) issued by the Rulings Chamber of the Federal Network Agency. In the position paper, INES expresses its regret that major suggestions and requests for changes made by INES have not been taken into consideration. From the point of view of the initiative, the present provisions fail to a large extent to achieve the objectives of fair transport pricing based on causation and support for the security of supplies.

The criticism raised by the storage facility operators is mainly directed towards the development of network charges at connection points to gas storage facilities. For example, INES requested the Rulings Chamber to ensure appropriate determination of network charges at injection and withdrawal points in accordance with causation and to correct inappropriate market incentives for network use which place storage facility utilization at a disadvantage.

The decisions on storage facility injection and withdrawal capacity pricing will be crucial for the future economic viability of storage facilities and for the availability of storage capacity in the context of security of supplies and system stability. INES will therefore continue to closely observe future developments and to point out inappropriate developments.

Initiative Erdgasspeicher publishes position paper on security of supplies

Initiative Erdgasspeicher e.V. (INES) has today published a position paper with reference to the current debate on the development of a strategic natural gas reserve and the role of natural gas in German energy supplies. In this document, INES calls for the correction of inappropriate incentives for the market-based use of natural gas storage facilities as well as supplementary measures to ensure the storage of adequate gas quantities.

Storage facility operators call for review of gas network development plan

INES, the association of gas storage facility operators, has called for independent experts to review the plans contained in the gas network development plan (NDP). In its position paper on the draft NDP, INES underlines the need for a critical review of the expansion measures in connection with the import of additional group H natural gas to replace group L natural gas. The association believes that these measures may lead to inappropriate investments. In order to avoid these risks, the planning basis and results should be reviewed by an independent expert committee, the association indicates in its position paper. For example, INES states that the present NDP document does not indicate whether and how the transmission system operators (TSOs) have taken into consideration the effect of storage facilities in relieving the load on their systems.
